Abstract

This research departs from academic anxiety about the view that presents the spirit of the kiai in Pamekasan who have a strong desire to establish tertiary institutions in Islamic boarding schools, even though in reality, the establishment of existing tertiary institutions is still not well taken care of. In this research, the problem formulation is as follows: 1. How is the role of the kiai in the establishment of pesantren-based tertiary institutions in Pamekasan ?, 2. What is the role of the kiai in the administration of pesantren-based tertiary institutions in Pamekasan? 3. How is the role of the kiai in the development of pesantren-based tertiary institutions in Pamekasan? This research is a field research with qualitative research type, data collection using interviews, observations and documentation which are analyzed using role theory, elite theory, top-down and bottom-up theory then the research results are obtained as follows: First the role of the kiai in the establishment of higher education pesantren based is one of the efforts to meet the needs of the community with the following typologies: 1) Kiai who take their own initiative in establishing tertiary institutions, 2) Kiai who respond to community needs for tertiary institutions, 3) accept delegations from community organizations. Secondly related to the role of the kiai in the administration of pesantren based universities can be categorized as follows: 1) active involvement of the kiai in the provision of human resources and supporting institutions, 2) the presence of kiai which is half involve, 3) kiai who tend to delegate implementation to the manager of the college. Thirdly, the role of the kiai in developing pesantren-based tertiary institutions can be classified as: 1) Kiai who are very responsive to the development of tertiary institutions, 2) Kiai who are not fully involved in developing tertiary education, 3) Kiai who only receive reports only because the management of their tertiary institutions is surrendered to managers who have been authorized.
The implication of this research is the role of the kiai in the establishment, organization and development of tertiary institutions is a concrete and unitary phenomenon in society so that elite theory illustrates that power and elite of pesantren can provide positive values for the implementation of tertiary institutions in pesantren, thus this theory is still relevant for applied. In addition, role theory is a set of activities that appreciate behavior, with regard to the kiai as leaders of pesantren it is necessary to portray themselves as leaders who have the capability to carry out leadership regulations that have power and charismatics that can have a positive impact on academic and non-academic development and regulations.
