ETIKA POLITIK ERA DEMOKRASI LOKAL STUDI ATAS PEMIKIRAN DAN AKSI ETIKA POLITIK LEGISLATOR MUSLIM LAMONGAN PERIODE 2009-2014

The focus of this research is to understand thoughts and actions of political ethics of Muslim legislators in the Local Legislative Assembly of Lamongan, East Java during 2009-2014 periods. The thought of such political ethics are conceptualized from the process of political career that cannot be separated from such aspects as education, social and cultural interaction with various parties. In addition, the action of political ethics is a manifestation of the conception of political ethics in the context of practical politics within structural institution as well as social and cultural arenas.
The research deals with two main questions are: 1) How is the thought of political ethics of Muslim legislators? 2) How is the action of political ethics of Muslim legislators? This study finds that there is a conception of political ethics which form the basis for every Muslim legislator in the political process. The conception of political ethics has been shown in such various forms as cooperation and appreciation by Muhammad Soib, justice of public policy by Kacung, struggle and devotion by Sudjono, confidence by Husnul Aqib, idealist and realist by Kusmanan, and commitment and consistency by Sugiarsih.
The conception of these political ethics illustrates the model of meaning of religion, namely transcendentalist and realist which are transformed into political life. The conception of political ethics has been built on mechanical solidarity bonds as a capital and a means of interactions and communications according to their roles as agents within the socio-cultural structure. Within structural arena, the conception of these political ethics has dealt with restrictions due to the tendency of political manipulation committed by internal fellow members of both the legislature and the executive. The restraint has occurred in the function of legislation, budgeting and controlling as a result of personal capacity weaknesses. Nonetheless, the aspect of empowerment has been realized in the forms of political communication and capacity development through a working visit agenda. The aforementioned local democracy leads to two models of democracy, i.e. participatory democracy and reflective democracy
